Procurement Engineer – Nesma – Mecca, Saudi Arabia

Job Description
Identify materials required for the projects from the BOQ, drawings and specifications
Coordinate with engineering when design / details are involved
Prepare the procurement schedule and material files and ensure good quality of records of all Purchase Orders
Update Procurement Schedule and ensure proper weekly update to the Procurement Schedule
Send the procurement schedule to project manager to complete the schedule with the dates of material required on site
Review the completed procurement schedule with unit head
Identify qualified suppliers for material
Send out RFQ as per procurement schedule
Evaluate vendor’s proposal technically in compliance with project specification and drawings, prepare financial report, analyze in technical and commercial aspects and other information to prepare techno-commercial comparison
Meet with suppliers to discuss the requirements of the offered quotation and negotiate prices, payment terms and delivery conditions
Discuss the material files with Procurement Unit Head as required
Prepare submittals as decided by the Procurement Unit Head, ensuring the submittals are complying with required specifications and project requirements
Prepare the purchase orders as per approved submittal and material service request sent by site
Coordinate with Contract Department and / or Operations for Subcontract / Services Agreements
Complete the PO’s attachment, comparison sheet and material file for Procurement Unit Head’s review
Conduct regular visits to sites for procurement coordination as directed by Procurement Unit Head
Analyze reports and initiate remedial action if problems arise
Attend project meetings as required
Maintain quality records for all purchase orders, items, purchased costs, delivery, product performance and inventories
Ensure / maintain, updating price control for all purchased items, and identify / maintain new price control in ERP System
Assist in expediting some critical items in coordination with the tracking / site and quality control section

Skills
B.S. and extensive experience working in the procurement department in an operations and manufacturing field
Strong interpersonal skills, must be willing to regularly engage in-person and over the phone with internal stakeholders and suppliers
Excellent written and verbal communication skills, with the ability to succinctly summarize information and provide the detail necessary to take tasks through to completion
